WELCOME TO EIS SERVICES
ORIENTATION. THE EIS CONTRACT FOR
TELECOMMUNICATIONS AND IT SERVICES OFFERS A WIDE
VARIETY OF SERVICES DESIGNED TO MEET YOUR AGENCY’S NEEDS NOW AND FOR MANY YEARS
INTO THE FUTURE. THE FOLLOWING MATERIALS FOCUS ON
MANY OF THE SERVICES AVAILABLE AND OFFER YOU IDEAS ON HOW TO BETTER UNDERSTAND WHAT IS
RELEVANT TO YOUR REQUIREMENTS. IN THIS SECTION WE
PROVIDE AN OVERVIEW OF THE INTERNET PROTOCOL VOICE
SERVICE AVAILABLE UNDER EIS AND DISCUSS THE FEATURES AND PRICING STRUCTURE
ASSOCIATED WITH THIS SERVICE. INTERNET PROTOCOL VOICE
SERVICE, IPVS, IS A SERVICE THAT ALLOWS USERS TO MAKE
PHONE CALLS USING HIGH-SPEED IP CONNECTIONS INSTEAD
OF THE TRADITIONAL, CIRCUIT-SWITCHED
PHONE TECHNOLOGIES. IPVS IS OFTEN USED
IN CONJUNCTION WITH ANOTHER TRANSPORT
SERVICE SUCH AS VPNS, ETHERNET, PRIVATE LINE SERVICE, OR
INTERNET PROTOCOL SERVICE. IPVS ENABLES VOICE
COMMUNICATIONS TO BE DIGITALLY TRANSFERRED
AND ROUTED OVER DATA NETWORKS. THE SERVICE SUPPORTS
ALL VOICE CALLS, WHETHER THEY ARE INITIATED
OR TERMINATED ON THE SAME OR DIFFERENT NETWORKS. SOME OF THE BENEFITS OF IP VOICE
SERVICES INCLUDE SIMPLIFIED SYSTEM CONTROL, EASE OF
MOVING AND ADDING PHONES, LOWER OPERATIONS AND
MAINTENANCE COSTS, AND REDUCED CAPITAL COSTS. IPVS SUPPORTS ALL VOICE
COMMUNICATIONS SERVICES AND OFFERS NUMEROUS FEATURES
SUCH AS VOICEMAIL, CALLER ID, CALL FORWARDING, TELECONFERENCE
CALLING, AND MORE. IN THIS DIAGRAM VOICE
AND OTHER CALL PROCESSING AND TELEPHONY FUNCTIONS
ARE TRANSPORTED OVER A VPN OR IPS NETWORK. THE AGENCY SITE AT THE TOP RIGHT
SHOWS A PREMISES-BASED OPTION WITH THE SIP TRUNK
SERVICE REQUIRED TO INTERFACE THE AGENCY’S PBX
WITH THE PROVIDER’S IP NETWORK. THE OTHER TWO AGENCY SITES
DEPICT OTHER DEPLOYMENT OPTIONS AVAILABLE WITH IPVS –
MANAGED LAN IN THE MIDDLE BOX AND HOSTED IPVS AT THE BOTTOM. THE INTEROPERABILITY BETWEEN THE
IP NETWORK AND THE PSTN ALLOWS FOR CALLS TO BE ORIGINATED OR
TERMINATED IN BOTH DOMESTIC AND NON-DOMESTIC LOCATIONS
ACROSS BOTH THE WIRELINE AND WIRELESS NETWORKS. SUBSEQUENT SLIDES
CONTAIN FURTHER DETAILS ON THE DEPLOYMENT OPTIONS AND
PRICING FOR THE IPVS SERVICE. IPVS COMES WITH A LARGE
NUMBER OF STANDARD FEATURES THAT ARE INCLUDED IN THE SETUP
AND MONTHLY SERVICE CHARGE. THEY ARE LISTED IN THE INCLUDED
FEATURES TABLE AS SHOWN HERE. THERE ARE TWO FEATURES FOR WHICH
THERE IS AN ADDITIONAL SETUP AND MONTHLY SERVICE CHARGE. THOSE FEATURES ARE THE
IPVS VOICE MAIL BOX FEATURE AND THE IPVS AUTO
ATTENDANT FEATURE AS SHOWN IN THE FEATURE PRICING
INSTRUCTIONS TABLE COPIED FROM THE EIS RFQ. IPVS HAS TWO DEPLOYMENT
OPTIONS: HOSTED OR ON-PREMISES. WITH THE HOSTED DEPLOYMENT
OPTION, THE CONTRACTOR OWNS THE
PHONE SYSTEM AND MANAGES AND MAINTAINS THE
EQUIPMENT FOR THE AGENCY. WITH THE PREMISES-BASED
OPTION THE AGENCY OWNS AND MANAGES THE HARDWARE
AND MAINTAINS THE EQUIPMENT, FOR EXAMPLE, PHONE
SYSTEM SERVERS, ROUTERS, CABLING, ON THEIR PREMISES. THERE ARE OBVIOUSLY A NUMBER OF REASONS AN AGENCY MAY
CHOOSE ONE OF THESE OPTIONS. ECONOMIC REASONS IS ONE; ONE AGENCY MAY FIND
IT MORE COST EFFECTIVE TO HAVE THE CONTRACTOR OWN
AND MANAGE THE PHONE SYSTEM, HARDWARE, AND EQUIPMENT. ANOTHER AGENCY MAY FIND THAT THE
PREMISES-BASED SOLUTION IS MORE COST EFFECTIVE. SECURITY CONCERNS ARE ANOTHER
REASON AN AGENCY MAY PREFER THE PREMISES-BASED SOLUTION
OVER THE HOSTED SOLUTION. WITH IPVS THERE IS ALSO
A MANAGED LAN OPTION. WITH THE IPVS MANAGED LAN
OPTION THE CONTRACTOR PROVIDES, MANAGES, AND MAINTAINS
THE EQUIPMENT NEEDED TO IMPLEMENT IPVS ON
THE AGENCY’S PREMISES. THE MANAGED LAN OPTION
EXTENDS IPVS ALL THE WAY TO THE END USER, THAT IS,
THE TELEPHONE HANDSET. THE AGENCY IS RESPONSIBLE FOR
SOME PORTIONS OF THE SERVICE, SUCH AS, POWER, FACILITIES,
RACK SPACE, CABLING AND WIRING. NOTE THAT UNDER EIS THIS MANAGED
LAN SERVICE SUPPORTS ONLY IP VOICE AND NO OTHER SERVICES,
THAT IS, NOT DATA OR VIDEO, UNLESS REQUESTED AND
APPROVED BY THE OCO. THE MANAGED LAN OPTION IS
SOMETHING THAT IS POPULAR FOR MANY SMALL TO
MEDIUM AGENCIES THAT DO NOT HAVE THE
EXPERTISE INHOUSE. LARGER AGENCIES WILL
USUALLY HAVE A HELP DESK AND THE SUPPORT STAFF WITH THE
KNOWLEDGE AND SKILLS TO MANAGE AND MAINTAIN THE
IPVS LAN THEMSELVES. SIP TRUNKING IS ANOTHER OPTION. SESSION INITIATION PROTOCOL,
SIP, TRUNKING IS A SERVICE THAT PROVIDES A DIRECT
IP CONNECTION BETWEEN A SIP-ENABLED
PRIVATE BRANCH EXCHANGE, PBX, SYSTEM ON AN AGENCY’S
PREMISES, A PRIVATE DOMAIN, TO THE CONTRACTOR’S
SIP-COMPLIANT IPVS NETWORK, THE PUBLIC DOMAIN. IT MAY BE USED TO CARRY VOICE
OVER IP, VIDEO CONFERENCING, INSTANT MESSAGING, OR
UNIFIED COMMUNICATIONS. MODERN IP-BASED NETWORKS
OFTEN COMBINE ACCESS FOR VOICE AND DATA FROM THE CUSTOMER
LOCATION SINCE IP VOICE AND IP DATA MAY TRAVEL
OVER THE SAME LINES. SO, ORDERING AND BILLING FOR
IPVS WILL INCLUDE MAKING SURE THAT THERE IS SUFFICIENT
ACCESS CAPACITY FOR THE VOICE REQUIREMENTS
ON THE ACCESS CIRCUITS, AND THAT THE RIGHT TYPES OF
CONNECTIONS ARE AVAILABLE TO SUPPORT TELEPHONE
CALLS AND DATA USAGE. THERE ARE MORE COMPLEX
METHODS OF PRICING IPVS THAN THOSE FEW SHOWN HERE. YOU SHOULD SEEK OUT
ADDITIONAL TECHNICAL SUPPORT FROM YOUR AGENCY
AND YOUR PROVIDER FOR ENGINEERING ACCESS
CONNECTIVITY IN THE MOST EFFICIENT
MANNER TO MEET THE NEEDS OF YOUR AGENCY’S LOCATION. IPVS TYPICALLY INVOLVES AN
INITIAL, ONE-TIME SETUP NRC PER “SEAT” AS WELL AS A
MRC FOR THE SERVICE. THIS CAN ALSO BE THOUGHT OF AS
THE PRICE PER TELEPHONE NUMBER. THE LOCATIONS INVOLVED IN THE
CALL, THAT IS, THE ORIGINATING AND TERMINATING COUNTRIES OR JURISDICTIONS,
CAN AFFECT PRICING. IF BOTH THE ORIGINATING AND
TERMINATING LOCATIONS ARE WITHIN THE CONTINENTAL
UNITED STATES OR WITHIN THE SAME COUNTRY,
SAY ENGLAND TO ENGLAND, WHICH IS OFTEN CALLED
ON-NET TO ON-NET CALLING, THE CALL MAY NOT INCUR
ANY ADDITIONAL CHARGES BECAUSE IT IS INCLUDED IN
THE SELECTED CALLING PLAN. HOWEVER, IF THE TWO ENDS OF
THE CALL CROSS CONUS, OCONUS, OR INTERNATIONAL BOUNDARIES, THERE MAY BE ADDITIONAL
TERMINATION CHARGES. THIS IS KNOWN AS ON-NET
TO OFF-NET CALLING. FOR IPVS CALLS TERMINATING
OFF-NET, THAT IS NON-DOMESTIC OR OCONUS – OUTSIDE OF
THE CONTINENTAL U.S., THERE WILL BE USAGE CHARGES
BILLED IN 6 SECOND INCREMENTS. ALSO CALLS TERMINATING TO A MOBILE PHONE WILL ALSO
INCUR ADDITIONAL USAGE CHARGES. THERE ARE CLINS IN
THE EIS CONTRACT TO ACCOUNT FOR THESE SITUATIONS. FEATURES MAY ALSO PLAY A ROLE
IN THE PRICING OF THE SERVICE. AGENCIES MAY WANT TO
ADD OPTIONAL FEATURES SUCH AS A VOICE MAILBOX
FEATURE, WHICH IS THE FEATURE WHERE A CALLER WILL
RECEIVE A RECORDED MESSAGE THAT SAYS “LEAVE A MESSAGE.” THE AUTO ATTENDANT
FEATURE WILL ALSO ADD TO THE PRICING OF THE SERVICE. AUTO ATTENDANT IS THE FEATURE WHERE A CALLER RECEIVES
A MESSAGE THAT SAYS “IF YOU KNOW YOUR PARTY’S
EXTENSION PRESS 1 NOW”. THESE FEATURES, WHICH ARE
PRICED BASED ON PER SEAT, WILL ADD TO THE COST OF
THE SERVICE WHEN ORDERED. THEREFORE, THE PRICING STRUCTURE FOR IPVS IS THE ONE-TIME NRC
PLUS THE MONTHLY RECURRING CHARGE PER SEAT, PLUS
ANY OCONUS, NON-DOMESTIC, OR OFF-NET TERMINATION USAGE
CHARGES, PLUS FEATURES, EQUALS THE TOTAL
CHARGE FOR THE SERVICE. NOTE THAT FOR SETTING
UP SIP TRUNKING AND ANY SIP TRUNK OPTION AS WELL AS THE MANAGED LAN OPTION THERE
WILL BE A NON-RECURRING CHARGE, AS WELL AS THE MONTHLY
RECURRING CHARGE. IN THIS DIAGRAM VOICE
AND OTHER CALL PROCESSING AND TELEPHONY FUNCTIONS
ARE TRANSPORTED OVER A VPN OR IPS NETWORK. THE FIRST AGENCY SITE AT THE
TOP RIGHT SHOWS A PREMISES-BASED OPTION WITH THE SIP TRUNK
SERVICE OPTION TO INTERFACE WITH THE AGENCY’S
PBX AND PHONES. THE AUTO ATTENDANT FEATURE
IS ADDED IN THIS EXAMPLE. NOTICE THAT THERE
IS AN NRC AND AN MRC FOR EACH OF THESE OPTIONS. THE NRC IS USUALLY THE SETUP
CHARGE FOR THE SERVICE OPTION. AT THE BOTTOM RIGHT IS
AN EXAMPLE OF AN AGENCY WITH THE HOSTED SERVICE OPTION
AND THE VOICE MAILBOX FEATURE. AGAIN, THERE IS AN NRC
AND AN MRC ASSOCIATED. IN THE MIDDLE IS AN EXAMPLE OF A PREMISES-BASED
MANAGED LAN OPTION. THERE IS ALSO A HOSTED
MANAGED LAN OPTION AS WELL AS THE PREMISES-BASED OPTION. SO, IT CAN BE EITHER. THIS EXAMPLE SHOWS THE CLINS
FOR THE PREMISES-BASED OPTION.
